Can't you just get proper members the free, easy way? Good rules, good forums, start up a few discussions, get friends to chat on their, advertise a few good things about the forum, be friendly?

Whether or not you follow the rules, members like to follow rules that aren't daft or too strict.

That's the only good thing. The rest is terrible really... I won't join a forum who's owner is paying you to join a community "/ I join a good community free of charge!

As stated by Jack, it'll take weeks to make 100 posts without spamming on your forum, there's no one to reply to.
