Why cant i access the site ?

I had to upload a back up and after i done that it has stopped working.

delete the .htaccess file in your public_html directory, you may need to tell it to view hidden files if you use something like FileZilla.

I deleted it and it still shows up and every time i reload the cpanel the file re-appears.

Check the CHMOD permissions on the file(s).

give Public_html permission to be read by all 3 groups too.
