i sent a text roughly about 4 hours to renew my membership and they didnt reply so i sent another and still havent got a reply
Anyone know why this is happening ?

Just wait. The system might just be a little bit laggy.
You might end up with two pins.
If they don't come within a day I would report it to Jagex

that happened to me when i first got members....

i then ended up with 2 pins....with all of my credit gone :eusa_wall

that was actually what got me into the business of selling pins on here :D
