FF12 Help?

I don't know if anyone has it, but I've just got a little question. On Vaan's Liscence Board, I spent 15 points on White Magic which included Cure and Blinda, but didn't get the skill? What else do I have to do?

It works now, don't get it though. I think you have to be a certain level too before you use a skill.
