Blue dot on minimap?

Have I missed something? why did a guy appear as a blue dot on my mini map

you are wearing a team cape, and the person that is the blue dot is wearing the same team cape as you, kinda like in castle wars.

it's when they're wearing the same number wilderness cape as you.
