Well I have recently been pulling my skin back on my penis and the first time I done it I found a lot of little white bits. I then got a bath and cleaned it until it was completely gone. Now the skin on my penis can pull back fine but it's just the little white bits that keep coming back. I know what it is, it's sperm, but it keeps coming back. I clean it, then it comes back again. It keeps on happening and its starting to get really annoying now. Is this normal and is there anyway I can completely get rid of it or stop it from reoccurring. I will answer any question and thanks to all those who can help!

If your uncircumcised under your foreskin if you don't clean it often enough you get what is called Smegma. Which is the substance you are claiming you are seeing under your foreskin, and yes it does have a rather weird smell.

My Advice;

Just keep pulling your foreskin back regularly and washing the area underneath.

it could be that but if you are between 12-16 i think (not sure on exact age) your foreskin is still seperating from your willie :) at least thats what my doctor said when i had white bits. so it could be smegma or it could be the skin that has come off. it will go eventually on its own if you wash it. but im sure its just your willie developing

It's smegma. You need to wash it off regularly - it does the same to me, wash, then back, wash, then back. It causes infections if you leave it there.
