how do i make mods and admins

ok, i am currently making a forum for a up and comming habbo fansite and was wondering how do you make mods and admins, here is the link if anyone can help me that would be great.

GO to Admin CP
Click 'Users and user groups'
Go on edit a user
Type in their name
Edit their profile
Make them either admin or mod
Click 'Save'
Your done
