I think it's got something to do with that ghost city place. On the East side of the Runescape world.

Think you've got to collect ectoplasm and then pray at this big green circle thing to get the tokens?

Umm, I think you go into the place with the big green thing and go down the stairs all the way to the bottom and get some ectoplasm
