You can get the wiki layout somewhere for free I think - many sites use it.

I think it might be a CMS - unsure though.

Wikiscript is free.. as wikimedia is alla bout open source and thats just a skin.

1. Goto scripts in cpanel if you have fantastico it installs it for you.

2. Just download a skin and upload it..
