You need PHP and SQL to make a usersystem, unless you make it flatfile which is insecure.Maybe a advertising system.

Flat files aint insecure o.0 well unless your really crapy at writeing your php and leave tones of securty holes in your file handling that is "/

Also why is everyone on about needing just php/mysql to make a user system? Html/xhtml is kinda the essential bit there, at last if you want anyone to use it? Backend is far more versatile, Ruby, ASP, Access DB, poltergeist SQL can all do the same job?
and theres a tone of other languages and db types i didnt mention that also could.
So php and sql arnt essential for a CMS? whats essential is HTML? how people expect a user system to work without that, is boned me o.0

For flat files just have .htaccess protecting the files..

If you cant use SQL, just use protection on flat files

Flat file systems can be secure but mysql is easier to code.

An advertising system is not really that hard, enter info into database then make it randomly appear.
