That's a question that is really, unanswerable. Personally I don't think it is but others may well disagree. If he's young, it may just be a phase anyway; so he probably doesn't shouldn't worry about it too much now, but if he is, then he is, and he shouldn't worry about what others think :).

its not a problem but being bi is mostly a search for answers... some ppl will become gay some will be straight or some will always be bi but well its a search for every1 and aslong as he is happy about who he is than he have to do what his feelings say ;)
