Yes, this happens every Tuesday Night/Wednesday Morning. its what blizzard call 'Weekly Maintenance' to all realms. :)

It's still been tested, The public test realm page is here (http://www.wow-europe.com/ptr/). The patch notes, Here (http://www.wow-europe.com/en/info/underdev/testrealm.html), When you see the test realms are no longer available then that's most likely to be the week the patch is to be added.
