Anyway, yeah it's tax, there are also currency conversion charges that PayPal apply, say if you bought something which was 5 euros, PayPal would convert it to GBP then charge you a pound for it ;\

As everyone else said, Paypal has to make their money so it costs 13.5% Tax on any transfer.
