Im not too fussed in Valid XHTML but if you can do it in Valid XHTML it would be great.

How much are you paying? Plus you certain you want ifraims as there not really very good with standards and often raise hell when you use em in a compilent div based page. Its actualy easyer imo to add a full ajax based navigation combined with a php one "/ just for the fact you dont end up with your ifraim running away down the page in IE :p
