Make a sub-domain and e-mail system where users can register and get sub-domains / e-mail accounts and areas to view there mail and manger there sub domains aswell as accounts.

I would pay some one for this but with more features

Thanks for the suggestions, I'll rep those I can :) My main plan for now is to start a local area web development company, which I'll advertise through traditional media.

Their are a couple of web design companies near me, but all of them are of very low quality, so I should be able to do better than them :P Here is an example for one of the local ones. (http://haveringra.org.uk/)
