Hello. I found this great shoutcast host called Vennex Media. I am not currently using them, but a mate of mine is using their paid option.
They have really cheap prices and also offer a post to host free shoutcats plan at their forum:

Its really great so it seems, they are just starting out but if thye get bigger it seems like it will be great.
