Dude this is the second post you have made about wanting help setting it up people have already told you to login to the vbulletin members area and ask for help there.
In the last topic you said vbulletin told you to ask someone else for a config.php file which they wouldnt do they would either send it you or tell you to redownload vbulletin. I got a big feeling your copy aint legit

i have the config.php i need help intall it and will you get off my back i have the right to do as i wish:D

If I was you go to the official vbulletin site for help if its legal coz i dont think neone shud help due to us not knowing if its legal or not (if that makes sense)

hmm thats sort of what i just said.

A manual usally comes with vbulletin but if it hasnt just login on the vbulletin website with your member stuff and it will be in there somewhere. You shouldnt need help from anyone once ya got that.
