two things.
1. how do i get to this place its on one of these versions: fire red ruby leaf green but theres a building in it like:

Also what ever version that is on does anyone know where the emulator for that is . you know where its a copy of the game that allows you to play it on the pc.

It's only for Emerald. Search Pokemon rom on google. You should get loads of results.
