I added it as we want to ensure the safety of users on Habbo.
I mean a fansite is there to help aswell?

* Offer Hacking, Scripting or Editing Programs.
* Publish any news regarding updates, new furni, features without Sulake Ltd's permission.
* Ask for Habbo's Passwords, e-mail addresses or any other personal information.
* Offer to trade furni or Habbo accounts for money or Habbo Credits.
* Break the law or talk others into breaking it.
* Publish any material which may be offensive to other users or contains sexual content.
* Publish any personal information, pictures, video or documents belonging to Sulake Ltd.
* Use slander or any other form of bullying in order to harass other people.

How are you sure that they are scammers and not people who want to give others bad reputation? Screenshots? They can be edited.

Theres NO way you can prove they are REAL scammers apart from word which can be FALSE therefor you are e-bullying other users.
