Thank God I Know How To Upload My Template onto my website and evryting but the proplem is the like cpanel wen ppl buy like the package
do i have to put the tools onto like were dey make the website (SERVER)?

If I hear right you want to make it so people buypackages and it makes the website/space. Yes you will need the tool/s on the server.
