Everyones gonna say photoshop but a photoshop layout can look god damn awful if your new to it. Start in paint and when you become confident use photoshop.

Hmm, i'll say it this way:

Habbo layouts: plain old ms. Paint

Advanced layouts: Photoshop

Why start in paint, true photoshop layouts can look crap, but so can ones made in paint, and you aint exactly gonna learn photoshop unless u use it.
Paint isnt all bad, due to its design it makes an exelent tool for pixel art and pixel based layouts. But if you want to do somthing better id say photoshop is your best bet, if your on a more limited / legal budget, GIMP or Paint.net are also great tools. Although id advice picking one as they often work in noticeably differnt ways so swiching from one to another is very confusing at first.
But really thats just graphics.

The best program to actualy *MAKE* a layout as opposed to designing what one may look like, is ether notepad or another text editor.
