Is there away of contacting runescape without having to be a member as I need to contact them about a billing issue.

You can't get URL's off runescape as it has URL masking, uses javascript to keep the URL as runescape.com.

No contact us link. This is quiet poor. I need to contact them regarding a billing issue I am not a member and they have no way.

yeah, or they wouldnt know which username u are refering to, so just login.

I'm guessing you meant you don't have a runescape account because "not a member" means you're not paying for extra features to us. ;)

if what micky says it right, then no i dont think there is a way for you to contact them without an account because they send emails to people so that you can be certain its not a scam so they use the account message box.
just create an account and then you should be able to ask them the questions you want to
