Reputation is a system of rewarding bad and good posts and will over time earn you green blocks :)

Well if you click that then you decide weather you want to increase their reputation or decrease it. And then leave that user a comment.

Depending on your rep power, how much added/taken away is affected by this. You need 25 posts to activtate your repuatation and will gradually get higher according to post count, time on the forum and reputation revieved.
