Why can't we give Negative or Positive rep to cautioned members?

Just wondering why can't we give Negative or Positive rep to cautioned members? Sure its fine if they can't give rep but why does that have to have a negative impact on other members?

Because when you set there permissions up on admin cp you get a vhoise to whether then get rep or not

Yes we know that, the question is why has Habbox disalowed it.

So they don't get nasty comments or any good rep for any alterations or posts
