Well, it could not be necessarily(cant spell!) v15. it could be a glitch, lag or something to do with the quest? or the new swimming pools coming?
90% of that post was babble - it's called a server reboot, if it's not back on within 2 hours then it's probably a server upgrade - 3 hours then a Habbo upgrade.

They can introduce furni without anyone ever reloading.
