A question about bans

If you report someone for being obscene arn't they suposed to be banned? or at least a temporary ban? No mater who they are!!!!

I found a very obscene room humiliating females(I can't say what was in it) and turned the person in. Even though hobbas took down all the pics and captions the person did not get banned.
