If everyone hotel has it in English, that suggests that they haven't localised it all yet. If that is the case, the chances are that it won't be coming out for a fair while, if ever.

pocket habbo is were you access Habbo on your mobile.

You can do basically everything with it. Move around a room, trade, chat etc. Habbos are still the same size, when you move around the room, the screen moves aswell. (eg the habbo wont be like an ant)
