Seriously, it can be very hard to do if your confidence levels aren't high - which is why so many people try to pull in bars where essentially everyone is looking for someone and alcohol makes it easier.

But girls like guys that can be chatty, and just sort of find an excuse to converse, like (this is a great pun), "Oh wow! Are those the new Converse All Stars? That's amazing, I used to have a pair but my dog wrecked them..." then conversations is all easier from there :)

I think a lot of girls would be freaked out if you went up to one literally on the street, and said 'Hi, you alright?'.
Imo you should make sure they've taken an interest in you first.. then make the move. It's easier at parties etc :P
