ralph i presume is your rival right?

well, after you get your first pokemon you travel to the first city (not your first town). go into the pokemon center then go downstairs. a women will call you from behind the desk and she will give you a pal pad which you can find out your friend code and you can register your friends codes.

if you cant go downstairs in that pokemon center, go to the next city, which is jubilife city.
