I went to Jubilife and i couldn't find the bit where they told me to go is there one is oneriburugh or w/e?

I don't get what you're trying to say at all.. are you trying to say that you can't find your way to Oreburgh?

I saw the other thread, I don't know why you closed it, did you figure it out? If you didn't, you have to go downstairs of the Pokècenter, blahblahblah, and then talk to the lady and she will say that you don't have any friends registered in your Palpad, then she asks you if you'd like to get your own friend code atleast, then say yes and you'll be taken to the one screen and say yes when they give you all the directions about connecting to WiFi and getting a friend code.
