You have to do the first gym in oreburgh then you get the rock smash.
Then you smash the rocks.

theres a HM called rock climb, you need to beat snowpoint city gym to get it.

no ive had to skip the 3rd leader she wasnt there and went onto the 4th one how do i get to chalenge the 3rd leader

you have to go there first to be able to fight the purple haired woman in hearthome
