11 > 25 crafting guild cows.

They won't hit you much, and you can get your arrows.

25 > 35 barbarains

You can hide behind the tables and then get your arrows

35 > 50 edgeville guards

you can lock them in, hit them and the nget your arrows.

Crafting guild is near rimmington south from falador? The cows next to that.

Barbarians are south of varrock in the pubbie bit.

Edgeville is just up from Barbarian village.
