The clue is:

Dance a jig under Shantay's Awning. Bow before you talk to me. Equip a pointed blue snail helmet, an air staff, and a bronze square shield.
I know where to go and what to do but where do I get a pointed blue snail helmet?

Equip them items, go to the shanty pass jig under the bit thats under cover then when the "uri" guy pops up bow before you talk to him.

At least thats what I think you should do.

Go to canifis swamp and uhh kill a snail blamish or somthing liek that they drop snail fat and a snail shell or somthing then use chisel and, be sure to get a blue shell ? :)
