MOD's can't make credits which is why some rooms are crap and never have furniture in them. I think after a year you can afford to spend £1000 off their pay check.

Mod's dont have access to the furni tool nor do they get given credits. So I assume these are all his own. I do however know that staff give them furniture / credits in certain seasons i.e. Christmas.
