You need a mehtod of broadcasting, a popular method is called Shoutcast, you'll be wasting a lot of money unless you have a shared/dedicated server.

To download a radio-server, to run on your own PC, http://shoutcast.com/download/serve.phtml you'll need to have your system running 27/4 and you may lag a bit.

You can pay web-hosts to host this for you obvisly, google around for help.
