you can only get by killing the fremmy guard people
i have one and they are non-tradable <3

you can also get the fremmy shield and longsword the same way <3

The Fremennik helms without horns are free, kill the Fremennik guards ect, they drop them.

I don't think they're tradeable...

I think you need to kill some guard in Relleka to get one, same way you get the sheild.
