Blue/Black Top: Kill wizards in the wizard tower

Blue/Black Bottoms: Varrok Clothes Store i think

Nope just top, bottom doesnt give a mage bonus anyway so you are better off getting monks if you use prayer

or leather chaps. which give some melee defence bonus.
