Web design company is my area but what kind of web design

a site for people to publish their free layouts and allow people to download them. i dunno.

Im not sure what exactly your skills but you could do you could services like script installation etc. And for web design you could open a website like PycanWebDesign.net and make templates and put them up to sell on the website. Or you could branch out further and offer services like building sites for people and install good scripts for them etc for a price of course.
