You don't go there, you go to the other port. It's 30gp and if you got to the port sarim and pay the guys in blue, you'll go there and stuff.

If you've reached the gate and you're looking for tuna, you've gone too far. Go back to the banana plantation and look for a bunch of people fishing. But yes, you need to be a member for the gate, it's the entrance to brimhaven.
