How do you get onto the balcony in the Library?

this is not news it should be under help but ill tell u click where u want to go on the balcony in libary andit takes u there u just have to wait

Trouble is lots people try to get there at once, and the stairway hidden behind the stained-glass window becomes blocked.

yeah theres no hidden passage way just go underneath and click on a square on the balcony. your habbo will dissapear into the book corridor and reappear on that square above
