I don't really think there is a age for all, but I think you have to be over 16/18 for paypal but no one really listens :S

Final question, say if i owned a v bulletin forum and it was registered under my name and my paypal account was under my mum's name (with her permission) and i sold vip on my OWN forum and the moneys goes into my mum's paypal account, is that against the legal or not?

once you have VB course you can sell VB thats what the feature is there for.
charge for anything - its your software :)

You dont need to be 18 to have a PP a/c my PP a/c i've had since 2002 (im 16) so i was 10/11 im sure when i registered it to my bank a/c
