Im level 51 Magic + 51 Range.

If I want to bring them both to 70,
what Spells should I use
and what bow/arrows should I use,
and where would a good place to train be?

use camelot tele to 55 mage then alch to 70 mage, and use bone crossbow and bone bolts for raising ranged , try ogre cage or do slayer tasks

high alch and range fire giants or hill giants.. wud be good.. magic bow and steel arrows are good dependin if menber

either curse till 55 then alch or camelot tele. range with knives or bone bolts they quite cheap and effective and probably rock crabs.
