Yes,
Open a new document with the size of the image.
Save as a pattern overlay,

Open your document which you wish to use it on.
On a new layer use: Pattern overlay, select your image.

Wala.

How do I save as pattern overlay ;p

I think you have to:

select with marquee tool, (the pattern obviously)
Go to:

Layer options >
Pattern Overlay >
Add New Pattern >

Not sure, i forgot

If the above doesn't work, copy and paste that design into a new document, and try again.

I use CS2 but CS3 should be somthing like this;

Open a new document, make it pritty small, use the pencil, and draw the patten you want in black, make sure it's transparent, then define it as a patten, next go to your main document open the layout options then go to the patten setting and it should be one of them pattens.

i' only recentely got CS3. :P
