theres this site that lets u download Xbox games, But can you play them on ya pc?

There are no Xbox emulators, the roms would be over 9GB each and no site could handle that amount of bandwith.

What you found would be Xbox Games you can download, burn to disc and use on modded consoles.

As someone stated its probs burn to a disk and be used for modded xboxs.
