In cpanle, selcet the file, and in the options go for change permitions.

In the ftp client i use you right click the file, and click chmod.
Should be simalr in most others, just select the file, then selct ether chmod or chnage file permitions or equivlent.

All good ftp clients should have the chmod functity "/

if ur using ftp right click the file and type 777 or tick all boxes xD
same for cpanel, click the file, click permissions and tick what are needed it tells u the numbers below
