It's people who's Habbo Home has most ratings, most guestbook comments and is visited the most, by some Maths sum. Presumably it's calculated like that.

Yeah also when I noticed that, I was wondering if the Habbos displayed there are completely random or not. The first time, I knew or had heard of literally everyone in it. After a refresh, some were the same and I noticed that there always seems to be a few members of staff on there :rolleyes:.
