Go to Champion Guild south of Varrock and go down the Trapdoor. It will bring you into a large room. Use your scroll with Doorman Larxus. He will begin the fight when you enter the door. And then u kill the hobgoblin.
His rule is no melee attacks. He is level 56. SO DONT ATTACK WITH MEELE.

Rewards is Hobgoblin 232 slayer and 232 hitpoints experience.
