IS IT A CRIME IF I READ THREADS TOO FAST?
I scan threads and move on quite quickly, however when I go to look at the new posts I end up having to wait for blooming flood control?
Why is it so low?
15 seconds is not a long period of time?

What on earth is "Flood Control" never come across it myself.
I think its called that, the search control.
You wouldnt experience it, s'mods and managers have it disabled.
When I was fired from Management it did my head in, and still does actually.

Because searches put stress on the forum, so there's a flood thing. If people execute multiple searches it can lag up the forum. For example, they could hit enter multiple times because it was going slow, and there would be 50 searches initiated. This would lag up the forum.
So after the first one, it gives you a flood message.

Yeah I agree, its annoying but it does serve a purpose. I have learned to ignore it.

Best thing to do is load up the new posts page then open the threads you find interesting in a new tab/window. Once you have read all the ones you like, you can refresh the new posts page and repeat the process. Unless you are a super fast reader, by then the 15 second wait is up ;). Theres always the alternative of using the forums instead of searching.

Or you could use the back button :) (Well I think that works aswell as the page should be cached)

It does, untill its a search, it would have to re-submit the post data, depending on your browser that usually asks you, but that would also restart the flood control.
