This requires basic knowledge of web design:

__________________________________________________ _____
Step one: The domain name

There are plenty of free domain names about here are a few suggestion:

.co.nr - web fowarding, no adverts!

or goto freedns.afraid.org and look through their large database of domains such as:

.uk.to , us.to, .b3ta.org etc
__________________________________________________ _____
Step two: Hosting

There are vast amounts of free hosts here are the best:

freehostia.com - Absoulutly free and no adverts
x10hosting.com - Free, optional adverts

For more just go to http://www.free-webhosts.com/webhosting-01.php

the top are the best!

You can also ask in the free requests forum
__________________________________________________ _____
Step three: Layout

Layouts are easy to aquire these days, just goto habboring.com. However this is one of the most important features of a site and I STRONGLY advise going for a payed layout or tell the layout maker they can have a small advertisment.
__________________________________________________ _____
Step four: Shoutcast
As was said In the other thread you ARE best off asking for the free shoutcast in the free requests forum. (Don't expect more than 48kbps and 50 listeners) There are other places such as listen to my radio and http://freecast.co.uk/ these aren't as good.
__________________________________________________ _____
Step five: Forum

Free forum is extremely easy adn there are plenty to choose from so here is a small list of suggestions:

Pro boards:

If you have low coding knowledge then this is your best choice as layouts are easy to come by.

phpbb2:

phpbb2 is very good (even if the layout isn't) and is used by many forums and has plenty of mods avaiable. It is possible to get phpbb2 from a place that supports one click installation but these are genrally hard to customize

phpbb3:

phpbb3 has just been released and has a very nice rounded layout which makes it easy on the eyes. Even though it has just been released there are already over 100 mods for it and just as many layouts. Best place for phpbb3 if your looking for mods and layouts is http://startrekguide.com and goto the mods database!

SMF:

I have not had much exeriance with smf but apparently it is easy to mod and easy to add layouts to

mybb

Apparently mybb is like abpve , easy to mod and easy to add a layout to.
__________________________________________________ _____
Step five: User system

For a user system and I will always stand by this, use techtuts there is now a more secure replacement to nareshs user system and is very easy to add a layout to even with minor amounts of php knowledge.
__________________________________________________ _____

No matter what you do a site is still always better if cash has been used to gather features. And you may only need to spend once if you just add adverts.

ps if you need a news script with no adverts then get cutenews 1.3.6

or goto freedns.afraid.org and look through their large database of domains such as:

.uk.to , us.to, .b3ta.org etc

to add to that list, there is also froobe.co.uk =D (from me)

to get it, go to www.froobe.co.uk and then the dns people will let you have it

Mybb is superior to phpbb3. It just seems a lot faster.

You should remove the steps as if I was some noob who knew nothing I would get the impression that I MUST have a forum and I MUST have a shoutcast and I MUST have a user system which aren't needed in order to make a site. Most sites don't have any of them.

Look in the tutorial sections, and you'll find better tutorials on how to make a site.
