That is the Iron Badge that was given out in a competition last year. The competition was based on the Dark Is Rising movie. You had to collect passwords which could only be found in certain guest rooms daily and once you had the password for that badge you had to go to the Dark Is Rising public room on UK and enter that password.

That is actually the bronze badge the badge that has the 'X' in the middle is the Iron badge.

There is no wind, the feather is iron ;)
